In recent years various dimensions of higher education are examined from the perspectives of equity, access and relevance, keeping in view the requirements of the Information technology revolution. The impact of industrialization, globalization, privatization, and urbanization has created tremendous opportunities and challenges to higher institutions of learning. The newly emerging scenario will bring about socio-political and economic changes on a grand scale. It is from such a larger context the goals of higher education will have to be identified in terms of structure, function, infrastructure and human resources. The imperatives of national development are such that competent teachers must produce quality students to contribute to all-round development. Given these national priorities the UGC envisaged a scheme of Academic Staff Colleges to train and equip teachers through Orientation and Refresher Courses. Hopefully, the present work is a serious academic attempt towards an impact study of Academic Staff Colleges on the system of higher education.
