The Centre-State fiscal relations have their long history before the Government of India Act 1919 and 1935 and then leading to the Indian Constitution. Some Constitutional amendments have also been carried out, which have affected the Centre-State fiscal relations. The inbuilt imbalance in the Constitution regarding sources of revenue and expenditure responsibility between Centre and State is sought to be remedied by the institution of Central Finance Commission. Since the adoption of the Constitution of India, thirteen Finance Commissions have been constituted at a regular interval of every five years.
