Improving the lot of teaming millions and establishing society on socialistic pattern has been one of the proclaimed objectives of free India. This hope got strengthened with the start of green revolution based on modernization of agriculture with technological diffusion. The process of development was reinforced by launching the target-oriented programmes of poverty removal.
