The gap between food supply and food requirement is a better indicator of the food security level than the usually adopted gap between supply and demand, argues Singh, who directs marketing and inspection for India's Ministry of Agriculture, because demand is subject to economic conditions far removed from people's need to eat. He estimates the food requirements in India as a whole and in the separate states using population and age-group figures for 2005-06 and estimates for 2010-11. He also projects production and per-capita-per-day availability of food grains at the pessimistic, expected, and optimistic levels. Then he compares the two.
